The Bone Levy

A levy is discharged by an instrument: a signed order to stand down, read out at inspection and entered on the Roll. Nobody ever wrote one for the Ninth Levy, because the crown that would have signed it stopped existing first. Three hundred years on, the garrison cut into the rock below the muster field still drills at the sixth bell, still holds inspection — and still recruits, quietly and entirely by the book, from the village that grew over it. Fourteen floors, and every monster on them is named.
